Abstract

This article was prepared within the framework of the applied scientific research project entitled “Development of Software for a Geoinformation Map of Tashkent City for Monitoring the Criminogenic Situation,” implemented under State Research Contract No. AL-11325078166. The article examines civil-law mechanisms for protecting citizens' personal non-property rights in the use of geographic information systems, including the rights to privacy, personal data protection, honor, dignity, and other intangible interests. Based on a comparative analysis of the legislation of the European Union, the United States, the United Kingdom, and China, as well as scholarly perspectives, the study explores legal challenges related to geolocation data processing, re-identification, digital surveillance, and unlawful disclosure of personal information. The research develops scientific and practical proposals aimed at improving preventive, restorative, and compensatory civil-law mechanisms for protecting personal non-property rights in geographic information systems.
